ABOUT THE POSITION

The Clark County Building Department is seeking qualified candidates to apply for the Assistant Manager Building Permits position. This position oversees operations that support some of the most complex and high-profile development projects in the nation. In this role, you will guide a team responsible for permit intake, plan review coordination, issuance, and fee assessment while ensuring compliance with building codes, County ordinances, and regulatory standards. As part of the leadership team, you will drive efficiency, elevate customer service, and develop staff in a fast-paced, high-impact environment. This role will directly influence the safety, quality, and progress of construction across the region. The ideal candidate brings strong technical knowledge of building codes and permitting processes, along with proven experience leading Building Department teams.

The Building Department is responsible for ensuring public safety through the effective enforcement of development and construction standards which include issuance of permits, plan reviews, inspection services for conformity to the State of Nevada and the adopted Model Codes. MINIMUM REQUIREMENTS

Education and Experience: Bachelor's Degree in Business or Public Administration or a field related to the work AND five (5) years of demonstrated full-time experience in a permit environment which has involved dealing with the public and the explanation of complex policies and procedures, including two (2) years in a supervisory role. Experience in coordinating complex information systems activities is desirable. Professional level experience and/or education that has provided the skills and knowledge necessary to perform all job functions at this level may be substituted on a year-for-year basis.

EXAMPLES OF DUTIES

  • Plans, organizes, administers, assigns, supervises, reviews and evaluates the work of building permit, plan submittal, inspection scheduling, records, and associated technical and office support staff.
  • Recommends selection of staff; trains staff and provides for their professional development; administers discipline as required.
  • Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the division; assists in the preparation and administration of the division's budget.
  • Provides complex technical assistance and policy and procedure interpretation to staff and the public involved with the building permit process.
  • Coordinates interdepartmental activities involved with the permitting process with those of other department and County agencies.
  • Assists staff with the resolution of complex or difficult situations; confers with and represents the department with developers, engineers, architects, contractors, property owners and others to give information regarding fees, regulations and procedures.

EXAMPLES OF ADDITIONAL DUTIES:

  • Contributes to the overall quality of the division's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
  • Directs the conduct of and conducts analytical studies; develops and reviews reports of findings, alternatives and recommendations.
  • Maintains and directs the maintenance of accurate records, logs and files of plans, plan review status and work performed.
  • Monitors technical developments and legislation related to the building permit process; recommends procedural or ordinance changes as appropriate.
  • Prepares and directs the preparation of a variety of reports, correspondence, informational materials, policies, procedures and a variety of written materials.
  • May drive a motor vehicle to attend off-site meetings and visit other job sites.

PHYSICAL DEMANDS

Mobility to work in a typical office setting and use standard office equipment; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone. Must be capable of traveling to and from various county locations to attend meetings and visit job sites.
