This posting is for the purpose of Transfer List Placement for current city of Las Vegas employees who meet the transfer requirements below:
Appointive and Classified Transfer Requirements: Eligible to apply for transfer opportunities within the same classification in a different department OR a classification previously held if the classification is the same or a lower grade than current classification, and employee achieved regular status (i.e., passed probation or qualifying period for classified).
Performs a variety of specialized duties in support of the city's recruiting, staffing, workers' compensation, safety & liability and employee benefits functions; and provides information and assistance to city employees and the general public.Distinguishing Characteristics
This is the entry level class in the Human Resources Technician series. It is distinguished from the Senior Human Resources Technician by the performance of routine duties assigned to positions within the series.
Supervision Received
Receives general supervision from higher level supervisory or management staff.
- Example of Duties
Essential Functions:
- Provides information and general assistance to city staff and the public regarding human resources policies, procedures and processes; answers questions and provides information regarding recruitments, staffing, personnel actions, employee records, seniority, workers' compensation, safety and liability, employee benefits and other related matters; assists in resolving routine problems or complaints.
- Inputs data into computer system and updates information as necessary; generates reports.
- Updates and maintains a variety of automated and manual logs, records, reports and files including auto, general, and property liability claim files, property damage reports, subrogation files, workers' compensation files, physician and medical records, employee benefit files, ineligible for rehire lists, transfer lists, referral files, seniority records and others as assigned; researches records and recommends solutions; sends information as requested.
- Maintains the confidentiality of various human resources documents and reports.
- Verifies and reviews materials for accuracy, completeness and conformance with established regulations and procedures. Researches history or records to provide information needed to address a concern, issue or problem.
- Prepares correspondence and memorandums in support of human resources functions; performs a variety of record keeping, filing, indexing and other general clerical work.
When assigned to Employment Services
- Processes personnel actions; confers with departments regarding alternatives; provides or receives additional information as appropriate. Ensures that appropriate departments, managers and supervisors are informed of changes in employee status or records as necessary.
- Calculates employee pay adjustments; coordinates with the payroll section to ensure actions are correctly processed.
- Provides administrative support for the recruitment process including distributing applicant information to managers and supervisors, preparing and distributing job advertisements in newspapers, trade publications and on the internet, scheduling interviews and tests, grading written tests, reporting applicant testing results and preparing and sending correspondence to applicants.
- Coordinates, schedules, conducts and oversees the processing of volunteer workers, non-exempt employees and large numbers of seasonal employees.
When assigned to Safety & Liability
- Receives and processes various reports related to liability claims; establishes and maintains claim files; requests documents and information from local law enforcement agencies for each liability incident; assists in research and provides information as needed to facilitate claim determination.
- Makes determination for auto liability or property liability subrogation; generates billing memos and submits to Finance for invoices; coordinates payments from responsible parties; refers case files to City Attorney's Office or collection agency as necessary.
- Assists in administering various safety programs.
When assigned to Workers' Compensation
- Ensures statutory compliance for workers' compensation claims; creates and forwards acceptance letters and forms to claimant, physicians, benefits provider and the State of Nevada.
- Schedules and coordinates permanent partial disability appointments as requested by physicians; ensures proper coding and timely payments for reimbursements to doctors, medical centers, pharmacies and medical supply companies.
When assigned to Employee Benefits
- Assists in the administration of employee group health and voluntary benefit plans.
- Processes employee benefit actions regarding qualifying events, HIPPA administration, COBRA administration, open enrollment, employee benefits orientation, deferred compensation, and flexible spending account program.
Marginal Functions:
- Coordinates the issuing of identification badges.
- Performs related duties and responsibilities as required.
- Minimum Requirements
Experience:
One year of experience performing human resources or personnel duties and responsibilities.
Training:
Equivalent to graduation from high school.
- Knowledge, Skills and Abilities
Knowledge of:
Basic operations, principles, practices and procedures of a human resources department.
Modern office procedures, methods and computer equipment.
Common office software, including word processing, e-mail and spreadsheets.
Business letter writing and basic report preparation.
